Prices of 188 Traditional Medicines Will Be Cut
The price cut mainly covers medicines used in the treatment of wounds, gynecological, eye, nose, ear, throat and skin diseases, said the National Development and Reform Commission, the country's top economic planning and regulating agency.
The commission said retail price reduction averaging 16 percent will take effect as of April 16 and save consumers 1.6 billion yuan each year.
It also urged local authorities to closely monitor the drug market and take timely measures to lower retail prices of any medicines that were marked up from the wholesale price by more than 15 percent at non-profit medical institutions at or above the county level.
Medicines are still over-priced despite several price reductions, said Ma Kai, head of the commission, on March 7, adding the nation needs systematic reforms to ensure medicines are more affordable.
"The drug market is actually very chaotic and many medicines have their names changed to avoid price cuts," he said.
Ma says the government should take more measures to change the system that requires hospitals to earn a profit by selling medicine. He also wants problems in drug production and distribution addressed and to correct irregularities in the approval of new medicines.

China Promises a 'Non-smoking" Olympics
Zhang Bin, an official with the Ministry of Health (MOH), said Monday at a press conference that the MOH is cooperating with the Beijing organizing committee for the 2008 Olympics to ensure a non-smoking Games.
Smoking will be banned at all designated hospitals for the Games' service by the end of 2007, the official said.
The ban will also be expanded to public places like public transportation tools and offices, with places that offer services to children on top concern, Zhang said.
In his meeting with World Health Organization Director-General Lee Jong-Wook in 2004, Chinese Premier Wen Jiabao said a non-smoking Games is on the top agenda in the country's preparation for a green Olympics.
The ministry has learned from the practice and experience of previous Games hosts to make anti-smoking measures, Zhang said.
The concept of a "non-smoking" Olympic Games was initiated in 1988, and the idea became true in Barcelona of Spain in 1992.
Considering the country's large smoking population, Zhang warned that China faces many obstacles to overcome in hosting a non-smoking Olympics.
The largest tobacco producer and consumer in the world, China reports about one million deaths of smoking each year, and the figure is expected to reach as many as three million in 2050.

Two-year Countdown Begins to 2008 Olympic Games

With the support of the Chinese government and the people of the country, work on all aspects of the Olympic Games preparations is moving forward smoothly as planned, according to the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG).
While addressing a press conference in Beijing today, Wang Wei, BOCOG executive vice president and secretary-general, and Jiang Xiaoyu, BOCOG executive vice president, gave an update on the preparations for the 2008 Games.
"It's our solemn commitment to the whole world to hold a high-level Olympic Games with distinguishing features," Wang Wei explained to the media attending the briefing. "That's also the request and expectation of the Chinese government and people."
"One World, One Dream" is the theme, the slogan and soul of the Beijing Olympic Games. "Green Olympics, High-tech Olympics and People's Olympics" are the three concepts which provide the very keys to the event.
According to Wang Wei, following the establishment of the Beijing Olympic Media and Communications Coordination Group and Security Coordination Group, the Foreign Affairs Coordination Group, Beijing Capital International Airport Coordination Group, Olympic Torch Relay Leading Group and Opening and Closing Ceremonies Leading Group for the Games were all set up this year. They have provided a firm foundation and guarantee smooth operations in all relevant areas in terms of organization and delivery.
In addition, the Beijing municipal government has established the Beijing 2008 Construction Headquarters Office, the Beijing 2008 Environment Construction Headquarters Office and the Olympic Legislation Coordination Group in succession to oversee venue construction, urban environmental protection and Games-time policy research respectively.
People from all walks of life have been actively involved in the preparatory work such as marketing, the solicitation of the Olympic emblem, theme slogan, mascot and songs for the Games, Wang said, adding that society as a whole were enthusiastic to participate in the preparation for the Games।
He illustrated the preparatory work involved in the Games thus:
Olympic venue construction proceeds smoothly. Beijing requires 37 competition and 76 training venues for the 2008 Olympic Games. Construction of 15 new competition venues has been started. Main structures of some key venues have been completed. The construction of the Olympic Village and other facilities progresses smoothly. Renovation and expansion of some of the existing facilities as well as provision of temporary venues is underway and the renovation projects for the rest of the existing competition venues will begin by the end of the year.
Work on competition organization is moving forward at a steady pace. Competition Schedule by Day and Competition Schedule by Session have been worked out. Competition managers for 28 events have been identified. Training venues for most sports have been defined. Games preparation in co-host cities is also progressing smoothly and the Olympic Equestrian Committee has been established in Hong Kong. Prior to the Olympic Games, Beijing will host a number of test events. At present, the relevant departments of Beijing and Qingdao municipalities are preparing two such events -- the International Softball Federation XI Women's World Championship and an International Sailing Regatta which will take place in August.
Preparation for the Beijing 2008 Paralympic Games is going on at the same time. Coordination and communication with the International Paralympic Committee has been enhanced. Working teams and mechanisms for the Beijing Paralympic Games have been established. Following the unveiling of the emblem for the Paralympic Games, construction of easy to use facilities for those with disabilities continues as planned. Paralympic marketing is underway. So far 22 domestic and overseas enterprises have become Partners or Sponsors of the Paralympic Games. The mascot for the Games will be made public on September 6 which is the day the two-year countdown to the Beijing 2008 Paralympic Games commences.
Marketing efforts have paid off. Apart from 11 IOC's Worldwide Olympic Partners who'll offer financial and service support to the Beijing Olympic Games, another 11 Chinese and overseas companies have become Partners of the Games. In addition, nine Chinese and foreign enterprises were selected as the Sponsors of the Games. Six Exclusive Suppliers and one Supplier are identified.
Communications and cultural activities have seen good results. The achievements in this respect included the unveiling of the Olympic Games emblem, the theme slogan and the "Friendlies" mascots. Four Olympic Cultural Festivals have been organized and the core team and guidelines for the opening and closing ceremonies established. Work on the Torch Relay is moving forward smoothly. The Torch Relay will focus on domestic areas and involve overseas cities as well. In addition, Beijing 2008 Olympic Education Program for Primary and Secondary School Students has been launched, with 200 model schools designated for the Program. The Olympic Volunteers Program will be launched in late August to officially start recruitment and training of volunteers.
Media and Games services upgraded. The First World Press Briefing and the Second World Broadcasters Meeting will be held soon in Beijing. A well conceived security plan has been developed to ensure a safe Olympic Games. Progress has also been made in all the areas of Games Services such as transport, accommodation, catering, accreditation and the like.
City Operations officially inaugurated. A City Operation Liaison Officer, a City Look Liaison Officer and a Culture and Entertainment Liaison Officer have been appointed. The concept for City Operations has been formulated which defined the goals, tasks, coordination, resources and organizational structure for the Games-time City Operations. Currently, BOCOG is working with related districts, counties and other government agencies of Beijing on the tasks to ensure successful venue operations and periphery support.
"In the coming two years we'll act in line with the instructions about the Games preparation set by the Chinese government and further intensify the work in all aspects," said Wang. He welcomed the wider attention and participation of the public in the Games preparation.
Beijing Seeks Theme Song for 2008 Olympic Games
The deadline to submit candidate songs is March 10, 2008, and a cash reward of 20,000 yuan (about US$2,565) will be given to each of the 25 winners selected by a panel of professional musicians, the Beijing Organizing Committee for the 2008 Olympic Games (BOCOG) said in a press release.
The worldwide solicitation, which has entered the fourth edition of its kind, also targets a theme song for the 2008 Paralympic Games as well as theme songs for torch relay and ceremonies events.
The theme song for the 2008 Olympics, to be picked from all the entries of the four editions, will be unveiled 100 days before the opening ceremony of the Games, said BOCOG.
The Beijing Olympics take place from Aug. 8 to 24, 2008.
Foreign Enterprises Seek Biz Opportunities at Beijing Olympics
The United Parcel Service Incorporated has been named by the Beijing Organizing Committee for the Olympic Games or BOCOG as a sponsor of the event. It will provide logistics and express delivery services for the 2008 Beijing Olympic Games.
As a worldwide partner of the Olympic Games, the General Electric Company has also signed a partnership agreement with BOCOG and is a sponsor of the Chinese Olympic Committee. It will provide a wide range of products and services, including energy power generation and distribution systems.
EF Group, an education company headquartered in Switzerland, has been selected as the official language training supplier of the 2008 Beijing Olympic Games.
World express delivery giant FedEx has signed an agreement with the Chinese Badminton Association to become the official sponsor of the national team from 2006 to 2008.
Businesses engaged with the Beijing Olympic Games are expected to generate production value of 1.5 trillion yuan. An increasing number of both domestic and foreign enterprises will profit from taking part in the international event.

Beijing to Have Extra Fire Stations for Olympic Venues
Guo Tienan, director of the fire department under the Ministry of Public Security, said Beijing is drawing up a fire emergency plan that will ensure that firemen can be at a fire scene in five minutes.
To meet the requirement, 26 temporary fire stations will be built nearby 31 stadiums and gymnasiums, Guo said.
Firemen will also check fire risks citywide and ask units to specify their emergency response time.
A fire accident remote monitoring system will be set up to provide early warnings to citizens.
The objectives of the Beijing municipal fire department are to prevent and control fires in Olympic venues and quickly and efficiently control fires breaking out in other parts of the city both prior to and during the 2008 Beijing Olympic Games, Guo said.
Olympic Venues Tour to Open to the Public
Most Beijingers like Zhang have been eagerly waiting for a tour since the first day of construction. Zhang's dream will soon come true.
The main Olympic venues, including the The National Olympic main venue, dubbed with "Bird's Nest" and the National Aquatic Center, or the "Water Cube" will be open to the public for tours, the First reported yesterday.
As all competition venues for the Games will be completed by the end of this year as planned, tours of the Olympic venues will be launched, Yu Debin, Beijing Tourism Bureau vice president, told the First.
Yu also said more than 20 international sports tournaments and Olympic test events will provide a good opportunity for Beijing sports tourism, especially those events linked with the Olympics.

China to launch first space telescope
"China will complete the project of its own space telescope in 2005, which will make the country one of the world's leaders in astronomy," said Lu Yongxiang, president of the Chinese Academy of Sciences (CAS).
Meanwhile, in order to concentrate China's top astronomical talents, CAS Wednesday combined the country's eight major observatories into a national one.
According to the research plan of the National Astronomical Observatories (NAOC), scientists are scheduled to build a radio telescope with a lens diameter of 2.3 meters, while completing the project for the Large Sky Area Multi-Object Fiber Spectroscopy Telescope (LAMOST).
The telescope will focus on galaxy formation and evolution, as well as solar activities and the causes of climate disasters.
In addition, the NAOC will provide a precise astronomical almanac of the Asian and Pacific Region for other countries.
Top Tenors to Back up Olympic Bid
The world-famous Three Tenors - Luciano Pavarotti, Placido Domingo and Jose Carreras - are staging the concert in support of Beijing's bid to host the Olympics in 2008.
On June 23, which is International Olympic Day and only 21 days away from the moment that the International Olympic Committee votes to decide the venue of the 2008 Summer Games, the singers will debut their show in China.
Beijing bid officials consider the hosting of the concert in the ancient capital to be a perfect example of the city's cultural heritage and capacity, guaranteeing the success of the 2008 Olympics.
"This concert will most convincingly convey to the world Beijing's image of being open and culturally diverse," said Jiang Xiaoyu, vice-president of the Beijing 2008 Olympic Games Bid Committee.
"It will bring the world's spotlight to Beijing as the bid reaches a crucial moment," said Jiang.
An expected crowd of 30 ,000 will watch the performance in the Wuman plaza, inside the Forbidden City, while giant screens will convey the show to another 70,000 people in neighboring Zhongshan Park and the Workers' Cultural Palace.
Jiang said the concert demonstrates how culture-centered the "People's Olympics" are considered to be in Beijing.
Co-organizer China National Culture & Art Co. Ltd has also revealed that three Chinese sopranos will join the opera stars on stage.
The performance will be the third time the vast former imperial palace has formed a backdrop for Western musical performances.
Greece-born pianist Yanni played there in 1997,followed in 1998 by a rendition of Puccini's opera Turandot by the Florence Opera House Company from Italy.
Taipei and Beijing Joint Hosts Under Conditions: BOBICO
He told a press conference Tuesday that the three conditions must be met before Beijing and Taiwan can explore the prospect of jointly hosting the Olympic games.
The first condition is that the International Olympic Committee (IOC) chooses Beijing as the host city of the 2008 Olympic Games. The second condition is that the IOC approves Beijing to put certain Olympic events under the host of other cities. This is because the IOC regulations stipulate that the Olympic Games have to be held in one city of one country. The third condition is that both sides recognize the "One China" principle.
Jiang said that though it is too early to consider the issue of joint hosting of the Olympic Games by Beijing and Taipei, BOBICO has already hosted a number of activities together with the Olympic Committee of Chinese Taipei, such as an Olympic run attended by people across the Taiwan Straits.
Jiang was in Hong Kong to attend a large-scale dinner party that all sectors of Hong Kong jointly held to support Beijing's bid to host the Olympic Games.
Beijing On the Way to Software Giant
The latest figure shows that only in the city's official software industrial base, the number of software companies has reached more than 1,340, producing 1,178 software products.
Among the software companies in Beijing, Legend, Tsinghua Tongfang and a number of other names have become the nation's most famous brands in recent years.
At present, Beijing has more than 60,000 people in the software industry, accounting for 35 percent of the nation's total figure.
Last year, the IT sector contributed to over 60 percent of Beijing's economic growth, with a total production value of 90 billion yuan (11 billion US dollars).

Time to give Beijing chance to host Olympic Games - Mayor
Liu and representatives from Paris, Osaka, Istanbul and Toronto, candidate cities for the 2008 Olympics, attended ANOCA meeting in this port city of Kenya as special guests.
Liu told journalists at the Whitesands Hotel that the reports by some western news media which said that Beijing lacks sports facilities to host Olympic Games is only a misunderstanding.
Beijing needs 37 sports venues to host the 2008 Olympic Games, and 12 of them have already been there, he said, adding that these facilities have been upgraded for the 21st World University Games set for August in Beijing. The Universiade are expected to attract more than 6,500 athletes from 160 countries and regions worldwide.
"We have promised to the Organizing Committee of Universiade that Beijing will turn the event into one of the best in history, and such confidence is based on these well-built facilities," he said.
Beijing will build 23 more sports facilities, but only eight of them will be specially built for the Olympic Games, with the rest to be constructed irrespective of the result of Beijing's Olympic bid.
Some 15 billion US dollars are spent on infrastructure construction in the Chinese capital city every year.
"It is really a small sum for Beijing to spend 1.2 billion US dollars needed for building Olympic facilities over a period of seven years," he said.
Answering whether the issue of human rights will hinder Beijing 's chance of hosting the Games, Liu said that the bid for the 2008 Olympics is a sporting issue totally unrelated with a political matter, and what is more, China has made great advance in improving human rights.
"The campaign linking the human rights issue with Beijing's bid is merely a propaganda to taint Beijing's image," he said.
In his presentation to the ANOCA assembly, Liu said that Beijing has put forward the concept of "New Beijing, Great Olympics", aiming to turn the 2008 event into one that will help improve environment, raise people's living standard and promote cultural exchanges.
The International Olympic Committee (IOC) evaluation report on the five candidate cities for the Games says that to hold the event in Beijing will leave a unique legacy to China and its sports. "We are willing to share the legacy with the whole world," Liu said, adding that if Beijing wins the Games, it will set up an Olympic foundation to promote the exchanges among athletes of all countries and further advance the sports sector in developing countries.
Beijing's strong wish to host the 2008 Olympics and its concrete preparation efforts have won praise from many ANOCA members.
E. Zambi, secretary general of the Tanzanian Olympic Committee, said that he has learned from IOC documents and other sources that Beijing has devoted great efforts to prepare for the Olympics.
"It is high time for the Olympics to be held in Beijing, as enough evidence has shown the city has the determination and ability to host a good Olympics" he said.
His words was echoed by Angola Olympic Committee President Rogerio Nunes da Silva, who said that Beijing has improved a lot in almost every aspect since it lost the bid by a narrow margin to Sydney for the 2000 Games.
There have been too many negative reports on China by western media, and to give Beijing the chance to host an Olympics will enable the world to see what is really happening in the country, he said.
What is more important is that China is a developing country, and Beijing hosting the Games will help narrow the gap between rich and poor countries in the world, he added.
Special Olympic President Backs Beijing's Bid
Shriver expressed support to Beijing's bid for the 2008 Olympiad while attending a reception in celebration of a fruitful program of Special Olympics China Millennium March.
"I had had discussions with the Olympic family. I think there is widespread belief that Beijing can run a successful Games, Beijing can make the sports facilities that are necessary," said Shriver.
The American stressed that if Beijing wins the right of hosting the Olympiad, it will mean more than a Games itself.
"Importantly, Beijing can be a symbol of what the Olympic Movement is all about," said Shriver who has been in Beijing for the third time.
"It will bring the Olympic message to Asia, to this great country in China, and show that the developing countries are capable of entering the community of nations in the pursuit of peace and brotherhood," he added.
Beijing, along with Paris, Toronto, Osaka and Istanbul, is bidding for the 2008 Games. The International Olympic Committee will make its final decision at Moscow on July 13.
Beyond Beijing in 2008
The 2008 Olympic Games will take place in 37 competition venues, with another 58 venues provided for training.
Qingdao in East China would feature a sailing center, and soccer matches would be played in East China's Shanghai, North China's Tianjin and Qinhuangdao and Northeast China's Shenyang.
The choice of these venue sites, design and construction of the venues will best present the concept of a "Green Olympics," ''High-tech Olympics" and "People's Olympics."
With facilities already under construction, the five cities, each with unique scenic attractions and rich cultural heritages, are ready to provide enjoyable and safe accommodations for Olympic guests in 2008.
International Marina
Known as a "pearl on the Yellow Sea," Qingdao is surrounded on three sides by water, with Laoshan Mountain as a backdrop. Qingdao's red-tiled roofs and verdant foliage complement its picturesque setting. Its fine beaches, pleasant climate and popular beer brewery make it wildly appealing to tourists.
Qingdao, which has the finest aquatic sports centre in Asia, is well known for water competitions. Thus it is no surprise that the International Sailboating Association judged that Qingdao is capable of becoming the site of the sailing contest if Beijing wins the bid for hosting the 2008 Olympics.
Oriental Pearl
The great metropolis of Shanghai is ready to host key soccer matches in 2008 at its magnificent 80,000-seat Shanghai Stadium.
Shanghai, one of the world's most populous cities, boasts an intriguing, unique blend of Chinese and Western influences.
As one of the favourite Chinese cities for foreign tourists, the city on the Huangpu River is modern, sophisticated and lively.
Communications hub
Soccer is simply a tradition in Tianjin. The city has raised many distinguished players for the national team.
An easy one-hour train trip from Beijing, Tianjin is bounded by the Bohai Sea to the east, the Yanshan Mountain to the north and the Hebei Plains to the south and west.
This commercial hub is already hard at work preparing for the 2008 Games. In March, Tianjin began construction on a new sports stadium that will cost 800 million yuan (US$96 million). The stadium is to be completed by the end of 2003.
The Tianjin Crystal Palace Hotel, a five-minute ride from the stadium, will host the world's soccer athletes.
Beach resort
With 126 kilometres of coastline, the famed tourist city of Qinhuangdao on the Bohai Bay will offer soccer players exquisite scenery and a breath of fresh sea air.
The city started this month to build its largest sport venue, the Qinhuangdao Stadium. It will cost 300 million yuan (US$36 million) and will be done in 2002.
The International Seaside Resort, just 3.5 kilometres from the stadium, will house the athletes and the media.
Hometown of soccer
Soccer fans from Shenyang, a famed "hometown of football" in China, are overjoyed by the prospect of the city becoming an Olympic venue.
Shenyang, the largest industrial city in Northeast China, stands at the junction of key north-south and east-west rail routes, making it a major communications and transportation centre for the region.
The 42,000-square-metre Wulihe Sports Stadium will be a soccer site for 2008.
Greenpeace Supports Beijing Olympic Bid
Heading the Beijing delegation were Beijing Mayor and the president of the bid committee Liu Qi; Yuan Weimin, head of China's National Olympic Committee; and Liu Jingmin, executive vice-president of the bid committee and vice-mayor of Beijing.
In a letter received today by Liu Qi, the environmental advocacy group Greenpeace extended its "sincere support" for Beijing's Olympic bid:
"As an international environmental organization, we are especially pleased to know that Beijing is striving for a Green Olympic Game. We believe that this event will help Beijing and its people to achieve their goal for a cleaner and greener environment."
The world is holding its breath to see which city will receive the blessing of the International Olympic Committee (IOC) members, who are gathering here for the IOC's 112th session, scheduled to start Wednesday.
"We won 28 golds in Sydney, but this time there is only one gold to win," said Yuan Weimin. "I wish Beijing good luck."
The IOC will also vote for a new president in Moscow. Long-time leader, Spaniard Juan Antonio Samaranch, is stepping down.
"It is a very important meeting. Both the final vote on the 2008 Olympics and the presidential election will be of great significance to the development of the Olympic Movement," Liu Qi said after the delegation arrived.
Chinese ping-pong legend Deng Yaping and Hong Kong media guru Yang Lan, both good-will ambassadors for Beijing's bid, and two-time Olympic shooting champion Yang Ling were the other high-profile members of the delegation on hand to add weight to Beijing's quest to host the world's biggest sporting event.
Each candidate will hold a 30-minute press conference on July 12, the day before the final vote that will be their last chance to make a public case for their respective bids.
On July 13, the candidate cities will make their final presentation in front of all the voting IOC members and the final vote will follow at approximately 18:00 local time (22:00 Beijing time).
"We are doing everything to make the final presentation the best," Liu Jingmin said.
The presentation will include three short films directed by China's internationally acclaimed director Zhang Yimou.
